If you are looking for land, it might be more easy whn you look for the correct names. It should be Halmahera and Maluku. Assuming you are not Indonesian, you are not allowed to own any land on your name as well.

Togian islands in Sulawesi are already sold out. Too much diving resorts.
And Halmahera is a bad investment, concerning the recent past if a civil religious war. Apart from that, for diving it's not the right place. Then you have to move to the Raja Empat islands near the coast of Papua. But same thing.....aleady a lot of people are busy there in the diving business.
