I found this item in a forwarded item in a mailing list, so it's not clear who made it... but the idea is much more clear. Written by an Indonesian that starts with the text:
"The picture below was made in the check-in room at the Polonia Airport in medan on August 26 at 13:31. It may sound plausible, but what if they really can't read... yah... how does that work?"
Like these people have difficulties with their eye sight or they just can not read.

No, not only in Indonesia, but obviously it is something that irritates quite a few here. An attached reaction to it, is quite clear about it.:

And there is the problem! Ooh no, not only in Indonesia for sure but it happens in this occasion, and it happens over and over again, wherever you look. One way streets where people enter from the wrong side 'because it's more convenient' for them, roadside sellers on the pavement that have 'earned the right' to that pavement spot after 5 years of illegal occupation, (clans of ) beggars who 'own' their own intersections, parking attendants that 'own' their own streets to exploit... wrong, but talking about it is even more wrong than doing it.
Ooh well, see what you do with it, when I saw it, I just recognised it...
