Most likely those working on the mountain couldn't care less. They have the choice between starvation or working, so it's an easy one. For tourists... it might be closed, but you will find yourself able to enter as well, if you ask around.
For example: when Merapi was erupting in November 2010, I was able to reach as close as 4 kilometers from the crater (16 kilometers into the 'closed' zone) without moving fences, going around checkpoints or whatever. Knowing the area helped, but those left behind in the villages also helped me with directions. It was too scary, wouldn't do it again if I was asked to.
